The Digital Collection System Network ( DCSet ) is a Federal Bureau of Investigation (FBI) point-and-click surveillance system that can intercept instantly on almost every telecommunication device in America.

This allows access to mobile phones, home phones, SMS communications anywhere in the US from a point-and-click interface. It runs on a fiber-optic backbone that is separate from the internet. It is intended to increase agent productivity through workflow modeling, allowing for wiretapping routes for translation or analysis with just a few clicks. Real-time DCSNet intelligence intercepts have the ability to record, review, and play material that is intercepted in real-time.

The DCSNET system operates on a virtual private network parallel to the public internet, with services provided at least for some time by an endless IP network of Sprint.

Most of the information available on this system comes from the Freedom of Information Act (FOIA) request made by the Electronic Frontier Foundation (EFF).

Components

It consists of at least three secret software components running on the Windows operating system - DCS3000, DCS5000, DCS6000.

DCS-1000

DCS-3000

DCS-3000 and "Red Hook" were first mentioned publicly in a March 2006 report from the Office of the Inspector General of the Department of Justice of the United States regarding the implementation of the Communication Assistance for Law Enforcement Act (CALEA). The report describes Red Hook as "a system for collecting voice and data calls and then processing and displaying information tapped in the absence of CALEA solutions." and it describes the DCS-3000 "as a temporary solution to intercept personal communications services delivered through emerging digital technologies used by wireless carriers before any CALEA solution is deployed."

Citing the OIG report, the Electronic Frontier Foundation (EFF) submitted a FOIA request later that year to get more information about the two programs. When the FBI did not respond with further information, the FPD was sued, and in May 2007 obtained a court order to release documents on the program.

On August 29, 2007, the magazine Wired published an article on this system, citing the EFF document. DCS-3000 collects information related to called and incoming numbers such as traditional traps and traces and pen registers. The article was named "Red Hook" as a client for DCS-3000.

DCS-5000

DCS-5000 is a system used by FBI units responsible for counter-intelligence to target suspected spies, suspected terrorists, and others with intercepts.

DCS-6000

The DCS-6000 captures the contents of phone calls and text messages for analysis.
