Location
The Virginia Beach Town Center is located in Central Business District in Virginia Beach across the street from Pembroke Mall. Although the city has been planning the "downtown" project for decades, land clearing, and building construction did not start until around 2000. The first building, the Hoffler Tower Fleet, opened in 2003. The City Center is 9 miles from Virginia Beach Ocean and 10 miles from downtown Norfolk, VA.

Virginia Beach Town Center has several dining, shopping and entertainment venues. Restaurants include Keagan's Irish Pub, Cheesecake Factory, Cold Stone Creamery, P. F. Chang's China Bistro, and California Pizza Kitchen, Bravo !, Gordon Biersch, Chris Steakhouse Ruth, Mccormick & amp; Schmick's, and Tupelo Honey Cafe. Famous stores include Brooks Brothers, Dick Sports Goods, Anthropologie, Francesca, Free People, Ann Taylor Loft, Lululemon Athletica, Origins, West Elm, Ulta Beauty, and a number of boutiques. Amusement places include Sandler Center for the Performing Arts. Living space also includes The Cosmopolitan Apartments. The Pembroke Mall, located on Virginia Beach Blvd, is anchored by Sears, Target, Nordstrom Rack, REI, Kohl's, Stein Mart, and DSW, and The Fresh Market.
Development
Phase I
Includes Hoffler Tower Fleet, Hilton Garden Inn, Towne Bank office, parking garage, and the surrounding offices and retail. Phase I added 968,000 sqÃ, ft (89,900 m 2 ), and consisted of private investment of $ 75 million and a public investment of $ 25 million.
Phase II
Includes Cosmopolitan Apartments, public plaza, parking garage, Dick's Sporting Goods (originally Galyan's), and offices and retail around. Phase II added 1,248,300 sq ft (115,970 m 2 ) with a $ 90 million private investment and a public investment of $ 26 million.
Phase III
Includes The Westin Virginia Beach Town Center hotel and residence, Studio 56 Lofts, The Sandler Center for the Performing Arts, 5-storey office building, office, retail, and more parking. Phase II added 996,979 sq ft (92,622.4 m 2 ) with private investment of $ 173 million and a public investment of $ 28.8 million.
Phase IV
Scheduled to begin in the fourth quarter of 2008 but relocated to 2009. In the summer of the Virginia Beach office of the Virginian Pilot, the Beacon Building, has been opened to make way for Gateway Bank Tower. ; Virginia Beach's newspaper operations moved closer to the Westin Hotel building. Groundbreaking for the tower will take place in 2010, then moved to early to mid 2011 but for unknown reasons, the phase has been hiatus in 2011. Phase IV and additional phases, if any, are scheduled to include an additional 1,630,000 Sq ft (151,000 m 2 ) space. Ground broke out in phase V in early 2013 and construction begins in spring 2013. Developers have noted that Phase IV is still on hold and will commence after the construction of stage V. Construction for a new hike located on Main St. and Drive City Center starting in March 2013.
